libunity-scopes-dev software package provides Header files for Unity scopes API, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libunity-scopes-dev
libunity-scopes-dev is installed in your system.
Make ensure the libunity-scopes-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libunity-scopes-dev *
You will get with libunity-scopes-dev package name, version, architecture and description in a table
